Keep expectations modest: in our experience, roughly 10 to 20% of conventional or FHA rebuttals succeed, and only when the comps genuinely support a higher value. An appraiser's reputation for coming in low doesn't move the number. Comparable sales do. Small gaps are also far easier to close than large ones; recovering a few thousand dollars is a very different task from arguing a value up by six figures. Conventional and FHA do have a formal reconsideration of value process, but it's an after-the-fact appeal once the report has already been issued. VA runs the strongest process of any program. Under its Tidewater procedure, the appraiser has to flag a low value before finalizing it, which opens a short window (about 48 hours) for the lender to submit supporting comps before the number locks. And if the rebuttal falls short, VA staff can still amend the value where the market data warrants it. We've seen a VA appraisal that came in well under contract get a large chunk recovered on rebuttal, and another where VA revised its own appraiser's number outright. So gather the best comps your agent can find, submit them, and stay realistic. A modest gap backed by clean data is your best-case scenario.
