Yes, they are two different tools, and the gap between them is bigger than most people expect. A VA cash-out refinance works like a brand-new loan. You provide full income documentation and the property gets a fresh VA appraisal, the same underwriting you went through the first time. In exchange, you can pull equity out as cash. A VA streamline, officially the Interest Rate Reduction Refinance Loan or IRRRL, is built to be fast and light. Because you already hold a VA loan, the ordinary case requires no appraisal and no income or employment documentation, which saves real time and money. (Underwriting only kicks in for narrow exceptions, like a loan that is behind on payments or a payment increasing sharply.) The trade-off is that the IRRRL does exactly one job: it lowers the rate or payment on your existing VA loan. It cannot take cash out. So the right choice comes down to your goal: - Just want a lower rate on the loan you have? The streamline is usually the cheaper, simpler path. - Need to access equity? The streamline is off the table. Your options become a VA cash-out refinance or a second lien, a home equity loan or HELOC, that leaves your first mortgage untouched. Which wins depends on the rate you are protecting and how much you need to borrow. If you want to see which VA route costs the least against your current loan, we walk through exactly that on the free Roadmap conversation, about 20 minutes with your real numbers.
