Setting the politics aside, foreign buyers are rarely the pressure point in the price ranges where affordability actually bites. Large foreign investment tends to concentrate in high-end, trophy, and luxury properties, a different market from the entry-level and mid-priced homes most first-time and move-up buyers compete for. Restricting that capital would do little to ease the shortage where it hurts most. If the goal is affordability, the bigger levers are supply and the rules that govern it. Building more homes, especially starter homes, and revisiting where zoning genuinely limits what can be built matter far more than the citizenship of a small slice of luxury buyers. There is also an argument that the tax advantages large institutional investors enjoy when buying up single-family rentals are a more relevant target than foreign individuals, though outside capital can be genuinely useful to the market at times too. For a buyer, the practical takeaway: headlines about foreign or investor demand rarely explain what you are up against in your own price range. Supply, rates, and local competition usually do.
