Are there USDA loans that can be used to buy land, such as in NorCal?

USDA won't lend on raw land by itself. Guaranteed loan funds have to buy a property with an eligible dwelling on it that you'll occupy as your principal residence. The one new-construction path is USDA's single-close construction-to-permanent loan, which exists but is offered by very few lenders and is anything but simple. One broader caution from us. Once you total the land, construction, time, and financing costs, buying land and building almost never comes out cheaper than buying a comparable existing home. If the land-and-build plan is really about a specific property or lifestyle, that's a fair reason to pursue it. Just go in with eyes open on cost rather than expecting the budget option. If USDA construction financing is the plan, confirm current program availability and terms with a lender who actually closes these before you count on it.
